FAA reauthorization bill passes in Senate, without FedEx provision

WASHINGTON — The Senate passed the Federal Aviation Administration reauthorization bill Monday, setting in motion a possible clash with the House over its bill’s labor provision affecting FedEx. The vote was 93-0.

The Senate bill did not contain the language that would make it easier for FedEx Express workers to form local bargaining units represented by the International Brotherhood of Teamsters. Any reconciliation of the bills would require accepting or rejecting the House language.

The Senate is expected to take up a 90-day extension of the FAA bill that expired in 2007 while a final compromise is negotiated for a new bill.

Sen. Lamar Alexander, R-Tenn., hailed passage of the bill Monday evening.

“This bill goes a long way to improve safety in our skies, including measures to improve air traffic control systems and protect passenger rights,” he said in a statement.

“Also, I’m very pleased that it does not include a provision to penalize FedEx under federal labor laws. I’ll do everything in my power to make sure it stays that way as a final version is negotiated with the House of Representatives.”

Sen. Bob Corker, R-Tenn., said, “I will continue working with Sen. Alexander to make sure the controversial FedEx provision is not attached to the final bill produced by House and Senate conferees.”
